In 2005 the Senate Ethics Committee closed its investigation into Gannett, noting a lack of "substantial facts" to support allegations by Gannett's former president that the company's newsstand business was unfairly inflated. The probe was closed after Gannett agreed to pay the $1.6 million fine and to give a $10 million incentive toward employees to get rid of false or misleading stories.

But in 2011, after allegations by former Gannett lobbyist Robert M. Deutsch, who was then Gannett's president and a former president and CEO, that it improperly promoted its sports division, and after investigations by other former Gannett executives and by an independent ethics expert, the Senate ethics committee ordered the company to hire an outside investigator to review the situation and report back to the committee by Nov. 20, 2011.

And on June 12, 2012, it announced that the Senate Ethics Committee had recommended to the full Senate and then to the full Senate and House of Representatives, that Gannett pay $27 million in fines to the three executives, plus $7 million in a penalty for violations involving a nonpublic company.

A year later, it asked the Senate to fine $20 million to the three executives, $100 million to the employees, $300 million for violating ethics rules, and the other $7 million in penalty for violating the ethics rules. That would leave $60 million that would be refundable to taxpayers, if an employee or an employee's spouse had been found to have violated rules on a more than $2 million financial transaction.

A spokesman for Gannett did not respond to requests for comment.

The board's final response, which was published this week, said that there were "too many unknowns" to conclude whether any company should face "a $30 million penalty for engaging in a business practice that has a serious impact on the company," but said that Gannett had shown a "remarkable and positive commitment to integrity and professionalism." The board noted that some shareholders were unhappy about how the deal was completed, that its chairman had no experience in ethics, and that the company had "adopted policies to keep employees from engaging in or allowing employees to engage in inappropriate financial transactions."

The statement also said that the Senate ethics committee found that Gannett "demonstrated positive progress in the development and implementation of appropriate standards to ensure that all employees are treated fairly and treated with dignity."

Recycled water risks manageable says health officer, author of controversial report

(Reuters) - Recycling is not likely to lead to a decrease in the number of premature deaths in North Dakota from drinking contaminated water, a U.S. health official said on Wednesday, calling the waste "not something that's going to be avoided".

The World Health Organization (WHO) on Monday backed water experts' call for tougher limits on when drinking the dangerous water is permitted.

The North Dakota Water Agency said on Tuesday it is considering banning all tap water used at its 10 million residents, which would limit the amount of waste and contamination produced annually.

"This is something that's going to be a problem with these communities," said Dr. Keith Van Der Lippe, vice-president of the water agency. "The number of people who died is certainly something we're taking seriously. As long as you limit the amount, you have the right to have fun. It's just not something we're going to be looking into."

Dr. Van Der Lippe made the comments after a senior health official told Reuters that the North Dakota Health Department had received recommendations from the health-protection department of the World Health Organization that drinking a quart of tap water is "not something that's going to be avoided".

A spokesman for the governor's office said in an email that the state would look at options under consideration that included banning tap water "from becoming available to all residents for routine drinking".

"The governor supports water quality," the spokesman added.

The health-protection department of the World Health Organization says that drinking tap water is a potential cause of harm to humans and wildlife in developing countries.

The United States has been trying to reduce waterborne diseases as it develops stronger environmental protections, following the 2003 U.S. invasion of Iraq, which included the widespread use of toxic chemicals to kill hundreds of thousands of Iraqis by spraying the water.

A total of 7,000 children died in Iraq as a result of the toxic attack.

The water agency has come under fire for its slow response to the problems with its water.

Earlier this year, after a series of health and environmental problems with the wastewater pipeline in the state, state officials said they were planning to shut it down for up to three months.
